On October 1, 1918, due to heavy anti German sentiment thanks to WW1, to show their loyalty to the United States, the people of Kiel decided to change their towns name to Loyal. Anti German sentiment was so high that across the state mobs had burned German language newspapers, banned German from being taught in schools and even making sauerkraut was considered disloyal.
By 1930 Otter township had dwindled to 471 people.
Loyal incorporated in the 1930's but population continued to fall, due in part to failed attempts over the years to bring a railroad line from Okeene into the town. By 1955 only nine businesses remained and the population stood at 125. As of 2016 the population was only 81.
